PETS

Properly cared for, pets can be a great source of comfort and enjoyment for everyone at CityView.  Undisciplined or unrestrained pets can also be a nuisance or safety hazard.  Hence, the following pet-approved rules have been established pertaining to the ownership of pets.

  1. City Registration – Per City of Knoxville City Pet Ordinances, “all of your pets are required to possess a City tag. Your pet must have an up-to-date Rabies Vaccine in order to purchase a tag. This tag must be purchased annually and worn by your pet, just like the Rabies tag. Young-Williams Animal Center and most veterinarians in the City offer the sale of City tags.”
  2. CityView Registration – In addition, CityView pet owners must complete a Pet Registration Form for their pet(s). If the pet is a dog or a cat, a current photograph must be provided.  A copy of the CityView pet polices must also be signed by the resident.  
  3. Number of Pets - Some pets are happier living in pairs, but an overabundance of pets in one unit can create problems related to noise, smell, and other issues.  Four pets per unit, including cats, dogs, birds, and small caged animals, is the maximum number of pets allowed. A limit of four dogs under 40 pounds each, or two dogs over 40 pounds each, is the maximum number of dogs allowed in a unit.
  4. Purpose - Pets shall not be kept, bred, or used for any commercial purpose. Notwithstanding any other provision herein, individuals with disabilities may keep registered assistance animals in their units and nothing herein shall hinder full access to the common areas by individuals with disabilities and their service dogs.
  5. Confinement - Pets must be confined to the owner’s unit and must not be allowed to roam freely on the property. Pets must not be tethered outside or left unattended on patios or balconies.  No outdoor pens or runs of any kind are permitted.
  6. Restraint - Pets must be kept on appropriate leashes at all times when outside a unit and are not permitted to run loose in the building or common areas.  Pets in transit must be carried, restrained by a leash, or placed in an animal carrier. Animals must be under the control of their owners or other competent individual at all times and cannot be allowed to stray or roam freely inside or outside of the building. 
  7. Exercise - Pets may be exercised in the vacant lots on the east and west side of the building; however, the pets must be restrained by a leash at all times.
  8. Waste - Persons who walk pets are responsible for immediately picking up after them and discarding securely bagged droppings at the pet waste stations. Cat litter may NOT be disposed of in toilets. It must be double bagged and discarded in the designated garbage can in the garage. Absolutely no pet waste may be dropped down the trash chute or placed in any CityView-owned trash receptacles in the common areas or the recycle bins in the garages.
  9. Damage - Pet owners are responsible for any damage caused by their pets, including cleaning fees and any subsequent damage caused by cleaning chemicals or other such materials used in an attempt to remedy said damage.
  10. Nonresident Pets – Residents are responsible for the behavior of both, their own pets, and the pets of nonresidents who visit their units. Nonresident pets who stay overnight must be registered using a CityView Pet Registration Form and are subject to the same restrictions as residents’ pets.  Nonresident pets staying overnight for more than 14 days during any one-year period must obtain prior written permission from the Association. Owners are ultimately responsible for the behavior of all pets associated with the occupants of their units, including family members, renters, and their nonresident guests.
  11. Indemnification - Pet owners shall indemnify the Association board and hold it harmless against loss or liability of any kind arising from their pet(s).
  12. Pet Nuisance - No pet shall be allowed to be a nuisance or create any unreasonable disturbance.  Examples of nuisance behaviors include:
  • Pets who make noise continuously or incessantly for a period of 10 minutes or more.
  • Pets who are not under the complete physical control of their owners or other competent person.
  • Pets who relieve themselves on walls, floors or carpets, balconies, patios, elevators, or stairwells.
  • Pets who exhibit aggressive, unruly, threatening, or other behavior that could cause personal injury or property damage.
  • Pets who are conspicuously unclean, infested with parasites, or have contagious infections.
  1. These rules and regulations have been established to protect the health, safety, security, comfort, and financial interests of our owners and all other residents. Noncompliance can result in fines and/or additional consequences.

Pet Nuisance Resolution Process:

  1. Any resident or managing agent personnel observing an infraction of any of these rules is encouraged to discuss the infraction in a neighborly fashion with the pet owner in an effort to secure voluntary compliance, and/or 
  2. Submit a formal complaint with details (and photos, if possible) to the management company, who will forward the complaint to the Association board.
  3. After reviewing the complaint and evidence and consultation with the management company, the board will render a decision regarding the complaint.
  4. Subsequently, the management company will send a letter regarding the complaint to the offender.
  5. If the board determines that the complaint is warranted, the pet owner will receive written notice of the violation, along with any fines and fees associated with the complaint.
